The universities would be required to prove their credentials through peer reviews every five years in order to attain prestige, more autonomy and additional funding. Other universities will be encouraged to apply for vacant slots if they become available.
The human resource development ministry panel in India, which consists of vice chancellors at top central universities, will submit its proposal to the ministry this week.

The panel has also suggested parameters on which universities would be evaluated in the process of attaining Navratna status, including criteria such as faculty qualifications, research output, student academic and extra-curricular performance.
The number of Navratna universities would not be limited.
