The board rejected the proposal by developer AvalonBay to increase housing units from 280 to 324, according to the Times of Trenton.
The developer sought to increase the number of units by adding what amounts to another floor to the hospital building. Marvin Reed, a board member, said there was “no justification for a bonus” in the amount of housing units.

The new hospital is set to open on May 22.
