"National service," the President said, "will be America at its best—building community, offering opportunity and rewarding responsibility."
Before an audience of 9,000 students and community volunteers, Clinton promised that his national service program—one of his most popular campaign pledges—will be sent to Congress for approval in the next few weeks.
