U. names director to oversee compliance with animal treatment regulations

The University should have asked Dr. Appiah to oversee the labs. Dr. Appiah should monitor the University's "research and integrity" in the labs. (Or perhaps Dr. Singer could get involved....instead of someone from Merck.)
