Google "Tailgate Rules" and you will see that lots of campuses have implemented rules to curtail the kind of cretinism that unfortunately has found its way into what used to be a nice pre-game activity.

The rules are what they are, and yes, this has become a more popular approach on campuses. However, the handling (or rather Mis-handling) of the enforcement of those rules by PU Public Safety is what is wrong with this each game.
Many references have been made by alums as being "herded out like cattle". There needs to be some level of discretion used in their approach. The alums are treated like children, all because public safety puff's its collective chest.

Perhaps a separatearea for alums and undergrads?

Preventing alumni from socializing for extended periods of time is a sad response to out of control frat parties. Crack down on the underage drinking in the parking lot, not the lingering alums who donate to the University.
