    From the Trenton Times:
The reports have prompted investigations by campus and borough police, as well as two email warnings to the student population. The university said the email warnings, which contained details of the incidents, had been sent on Saturday morning and Sunday morning.

But borough police said their investigation started later than that by campus police, as they were not notified of the reports until Sunday afternoon.

"It's unclear at this time why there was a delay," Lt. Nick Sutter said. "We're playing catch-up right now."

Kader is actually a quite common surname in Latin America, (and so is Muhammad), so let's not rule out the possibility that he may be Hispanic.
