perhaps the university should use the money that they donate to the borough every year as leverage. Without it, the borough will be in no state to turn down an application for a license that will bring in more revenue.

Why has the Borough been so obstinate on this issue? Are there worries that the on-campus pub would compete with local options like Triumph? If so, these local rules really appear to be just for sake of maintaining monopolies.
