the authors simply do not have a working knowledge of the USG. the budget is simply not extensive enough for establishing the infrastructure for things like a dillon gym snack bar without substantial upfront investment which the USG cannot afford. furthermore, working closer with the university means giving administrators responsibilities outside of their current job descriptions - that will simply never happen.
